I don't think that's entirely true. Those who create problems usually have a hard time solving them (that's why they create them). Of course, even problem solvers can create problems. Humans excel at creating problems.
Some are so much better at it than others. Some get off on creating problems for others. It floats their boats, rings their chimes and turns them on BIGLY. The more disaster they can create for others the greater the joy they enjoy for themselves. Now an auditor isn't a problem creator. An auditor is a problem detector and a problem solver. They get paid well for detecting problems of which others are unaware or of which they are aware and hope no one notices. I think any problem solver has to have the smarts or dumbs to create the problem he/she then can solve. You have to understand it thoroughly. You have to identify all the components and potential causes and then get to work analyzing everything to trace the inception then the tracks/route it takes then where it ends.
