When you enclose a statement with quotation marks it means you're quoting VERBATIM. What if you just get the gist?

Is it a lie or is it the truth expressed somewhat slightly a bit differently? YOU DECIDE.

Allegedly the chump wrote
"We can't beat him so let's impeach him" and attributed it to Dem Rep. Al Green.

Green didn't say those specific words. What he did say was

"I'm concerned that if we don't impeach the president he will get re-elected".

Isn't that the same thing stated differently? I dunno. Close call or not at all? Would you add that to chump's 12,000 and counting lies told? Why?
