    No. Apart from being a sweeping generalisation that calls anyone of any means, "corrupt", there are other countries with far worse endemic corruption, than the USA.

    Sorry - I mis-read it.

    Certainly the desire for wealth and prestige can corrupt, but in many places corruption is endemic among minor government officials, police officers etc. because they are poorly-paid and if their seniors are out to make an illicit buck, they cannot be blamed for being corrupt too. The wrong-doing in this situation is usually bribery.
