Did I miss something? It's up to each state as to who can vote in primaries ... and I know Oregon/Washington do not allow anybody other than registered party members to vote in party primaries, without approval of the party.
EG: Sometimes the Republican and/or Democrat Party will allow registered Independents to vote in their primary. But I have NEVER seen them allow members of the other major party to vote in their primary.
My state has open primaries. I walk in on primary election day and tell the worker which party's ballot I want. Nearly half of all states have this open primary or similar (a few are open in that they allow independent/unregistered voters to vote in the primary)
Some states allow all people to vote in any primary they wish, but not in both. Then they can vote as they please in the general election. Some states, such as mine, only allow primary votes from people "registered" under the party in whose primary they wish to participate. Registered Republicans can only vote in the Republican primary and same for dems. People who are not "registered" may not participate in the primaries. All registered voters may vote in the general election. I am not registered, therefore, do not participate in primary elections.
