Scales are regulated to reflect accurate weights. Doctors want to regulate your weight or blood pressure or temperature. I don't know how they regulate odometers but hopefully they do measure accurately the speed of a vehicle. We try to regulate tempers and conduct. For the health of the body politic and society in general. We regulate our actions and words so that we will not be prevented from achieving future success based on our unregulated past. So I dunno Walt. It seems to me that regulating can often be the means to more not less. Thank you for your reply. Here's comes another question! :)

Means the founders wanted the "miltia" (all able bodied men of military age) to have and be familiar with their firearm so if they were needed, the gov did not have to train them how to aim their "weapon of war" that they OWNED.
