It can, yes. However, it’s not easy.
People (in general) like to "fit in". Thus, they tend to gravitate towards other people who are similar to them. People also are more apt to do something if there are others around who will approve of it or join in (we're social creatures). One is more likely to toss a rock through a store window if there are others around him who either will egg him on or will toss rocks with him. Likewise, one is less likely to toss a rock through a store window if he’s around others who won’t egg him on or join in with him (people don’t like to look foolish).
Unfortunately, doing evil is easier than doing good. That’s why sometimes what was meant for good can easily turn to evil. For example, some protests that were meant for good turn evil because one person has their own agenda. If that one person can do it, others start to join in. Pretty soon more and more join in… just because others around them are (mob mentality).
