It's the government that is required to be tolerant of petition for redress of grievances and free expression. The government is an impartial referee.
I'm a player in the great game of life, not a referee. If I feel offended by protesters I'm going to exercise my own freedom of expression by telling them to SFTU. (That's not an appeal to the government to make them STFU. It's just a statement that I have a right to make.)
You are demonizing normal behaviour. Of course I criticise speech I don't like. So you do you ALL THE TIME, and it's a good thing. That's what democracy is. A fair fight between competing ideas.
