You need to get it regassed
Many of today's ice boxes have a solenoid or motor operated door that bleeds air from the freezer into the fridge side. If that door is stuck shut (maybe ice, maybe circuit failure, maybe crappy construction if it's a GE) that would cause the problem. There's also a fan in the fridge side that draws that cool air over from the freezer when that door is opened and that too could be the issue.
or it might be the condenser fan
If the fridge is more than 12-15 years old, it may be better to buy a new one. For one thing, it will be more energy efficient.
What is with the glitter thing?
Some refrigerators have two motors, so I guess the refrigerator motor may have failed. I don't know about this kind of thing. Appliances are so cheap now that it is often smarter to get a new one. I had one years ago that the opposite happened. I got a new one and kept the old one outside full of drinks. It did 't last long. Stranger children were seen helping themselves a time or two. We got rid of it. I decided it was a liability as far as children were concerned.

I suspect the door between the fridge and freezer was iced shut. I could see a few drops of ice on the outside, so I pulled everything out and let it warm up for a few hours. It seems to be coming back down to the right temp now. I still don't know what caused it to ice over or if the problem will come back soon, but it'll survive a little while longer at least.
It's a newer one, but small parts cost almost the cost of a whole new unit. Hopefuly it'll behave now though.

You're spot on with the cost. It's crazy. The part probably would have run $200+ installed and a new fridge is only a couple hundred more. SRP guessed it for me, though. It was the door that brings the cold air in from the freezer that failed.
