If Putin were amenable to it why couldn't dementia don appoint Putin as his Secretary of State? Do cabinet members have to be citizens?

He could appoint the Saudi Crown Prince and Erdogan and Kim and duterte and all the other despot dictators to his cabinet. Right? Who is gonna stop him?

    They must be approved by Senate and likely meet Presidential requirements as they are 4th in line for the Presidency.
