Why would anyone call government jobs being handed out to reward people for their votes "SPOILS" and not rewards? It is currently referred to as " the political machine". That explains why inept/inadequate/inexperienced people are given jobs for which they are manifestly unqualified. They get the reward and we the people get shafted. And so it goes!
