    In theory, lower gas prices should mean more money in people's pockets to spend elsewhere.  However, to call it a "tax cut" is ridiculous.  That sounds like something he'd say so he can take credit for it.  I doubt he had little to do with the current oil war between Russia and Saudi Arabia.
