Don't you want to know if you are infected before symptoms show up? Otherwise you will UNKNOWINGLY infect others. How is that logical sensible reasonable practical humane?

It is in a word RIDICULOUS! In another word ABSURD. Stupid dumb comes to mind as well. Oh he** who cares right? If the bullet has your name on it you're gonna die.

    If people got tested and found out they did not have it, many would take that as a license to go do what they want, when they want and where they want.  It would cause more spreading of the disease. 
    It only means they did not have it at the time of the test. But a person could have contacted it on the way home from getting the test.
