As I read the tentative summary of eligibility, adjusted gross income on the 2018 return has to be $75,000 or less as an individual (or $150,000 or less joint), to qualify for the full amount; the payout decreases incrementally up to the top cap of $99,000 per individual ($198,000 joint) above which eligibility ends. There are likely other stipulations or exceptions yet to be revealed.

I suspect a lot of people will face similar circumstances. Let’s not overlook the fact that this is occurring worldwide, and the impact on the working classes everywhere will be unprecedented in every measure.
I would think retirees are eligible if they meet the income requirements. Are you saying that irrespective of how much you earn, if you're retired, you're eligible?
No it is income based. But must have filed a 1040 either this year or last year. Most Seniors on SS do not file because they do not owe anything. I am helping my MIL file her's tonight.
