If such a universe existed, I would think many others would exist also. Somewhere, the Wright brothers are still trying to get an airplane to fly. If you can have billions of galaxies, then there would be billions of possibilities and combinations. (note: the word 'billions' is used because it is a number we can relate to. The actual number is infinity)
Yes ... as well as multiverses where life on Earth is completely different. Where the dinosaurs weren't wiped out and evolved great civilizations, for example.
