What kind of cockamamie system is set up to do that? Anyone?

    They set it up that because they did not want people out looking for a job. They wanted them to stay home. 

    Some Rep tried to pass an amendment that capped the amount to the amount you were making while working. This was a stupid thing to do on their part.
