How do you “lock” a poll here and what’s the point of doing so?

Well I do know what to say -_- I wanted to answer all the polls and then I found two that are “locked” so that ticked me off because A: I wanted to answer all the polls ( except the very political ones) and B) I don’t like when someone knows how to do something that I don’t.
