    Canada because in the early days of the Cold war Canada stopped the Russians from claiming the High Arctic region. They did it at the expensive of the of the Inuit people but in the long run it was a good thing because the Russians would of had a foot hold to North America. If you google "Inuit + forced migration" you can learn more about it. Cheers
