What California passed was proposition 7 (in 2018). Prop 7 only authorized the state legislature to - (1) Repeal proposition 12 passed in 1949 (which established DST in the state) by means of a two-thirds vote. (2) Establish permanent year-round DST, pending federal authorization. (3) Take action to change time policy concerning both DST and standard time. It was NOT a bill making it happen (as some think).
