Some people should never be given the power to control. It goes to their heads and they become dictators. Are they basically insecure and self-loathing and need power to feel important/significant?

Most people like that fear lack of control over their life and environment.. So they seek to control everyone around them because they fear they will become the victims of some other control freak.. So they think they have to control and dominate others or someone in the others group will control and dominate them..  Most dictators have this mindset.. Even when they have gained the top position they will get their secret police to run regular witch hunts and purges and disappearances because they are always in fear of a counter revolution or an assassins bullet or a coup...
