Would it be legal to have options for the sound of one's car horn like same as having options for your cell phone ringer?

    Probably not. Most nations have rules about what sounds are permitted and how loud it may be. As an axample a recording of stampeding bulls or horses would be forbidden in most places ;-))

    Most cities have ordinances about this.  This is a public safety issue and I think a car horn needs to sound like a car horn.

    I often thought we should have a second option which is less of a warning sound and more of an 'excuse me, but have you noticed the light has turned green?' sound.

    Train horns have to be hearable in another train moving towards yours. So they have to be loud.

    But we might argue that as many railway stretches have become computerized (sensing trains on the rails and sending the information to them as need it) the need for train horns have been reduced.
