When it is raining we call it 'pouring rain', if it snowed in the Congo where they've never seen snow would they call it'pouring snow'?

    All rain is not "pouring."  Only very hard rain is considered as pouring rain.  Sometimes it's misty, sometimes it's just a light rain.
