    If by setting up you mean election and voter fraud then I'd have to say it's either in progress or in place already.

     Ok, I understand now. California was a red state until the 90s and it seems that they are slowly turning back to red because of their failed blue policies. But I'm sure they will try to postpone the election as long as possible. :)
