Is government in the US meeting its humanitarian obligations to homeless American citizens better than it is to immigrants who have entered

the country without benefit of valid visas, or does it meet those obligations better for the latter group of people?

    In my opinion, I would have to say no, the government is not meeting its humanitarian obligations to homeless American citizens better than to immigrants.
