When the US government gives money to foreign governments in less-affluent countries to supposedly stem the flow of their citizens entering

the US without visas, how is the use of the money accounted for or tracked?

    It doesn't appear there is any oversight once the money is given as witnessed by the large number of immigrants seeking entry at our southern border.
