    It is, but cores are often misleading. And builders skimp far too often.

    Cores are often misleading R? I don't understand how that can be. Aren't they thoroughly tested? Do you mean maybe the testing doesn't go down deep enough? The fact that cheapskate builders skimp on the quality of building materials to improve profit probably occurs more often than we'd like to think. Aren't there INSPECTORS...Building Safety Inspectors...whose job it is to insure builders are doing what they are supposed to be doing? Oh. Right. They can be bought off too. Sigh.     The depth is arbitrary. What appears to be solid bedrock may be a big-a$$ "floater" instead (a boulder with softer material underneath).

    Oh. Okay then. Something else I never heard of. A big a** floater. It's complicated and I expect a little bit of luck doesn't hurt in addition to ethical knowledgeable honorable honest folks doing the testing. They used to exist once upon a time...right? SIGH.
