    Horses can safely eat oats or oatmeal. No idea if that includes with water and/or milk.

    They'd happily eat them.  Oats are oats.  The difference is how they are cut or processed.

    With the water right there, they all could eat while they ran.

    EDIT: I think "run" would be a better word choice.

    In my mind I was visualizing the horses needing to add water to the instant oatmeal and heating it all together. :)
