It's LIKELY that three more seats will become vacant during her term, and that will leave the court with a 3 - 2 conservative majority... Is that something he's shooting for? Can he get away with it?
Alas, nomination/approval of justices (and Executive Branch officers) is a POLITICAL procedure and the only remedies for legislators messing with the process are POLITICAL ones (i.e. voting out of office or impeachment).
To date, the American populace has shown very little interest, or understanding, of post-2006 GOP obstructionism.
