Wait a second! Technically speaking, it’s not illegal to convert a 2nd sub-basement into a dungeon/torture chamber, is it?

I mean think about it: there are no statutes or laws or ordinances or regulations that strictly forbid it, are there? See, I’m perfectly in the clear. Oops, I meant that my friend is perfectly in the clear. This is not about me. (Cough, cough.)

I would check your local building codes. You might not be able to dig that deep. Make sure you call 811. And check with the homeowner's association.

Er, um, to cut down on the number of prying eyes, and on potential witnesses for the prosecution, I haven’t gone the normal route of creating a paper trail, seeking permits from the county, speaking openly about the project, and getting approval of the HMO. Let’s just say that this venture has been sort of “under the radar”.  Oops, I mean to say that “my friend” (wink, wink) has not gone the normal route . . .

I once read that bomb shelters are exempt from local building ordinances ... as the government didn't want the enemy to know where such shelters were.

As long as you don't go around bragging about it, who'll know?  (if it was a sub-basement, will that make it a "sub" dungeon?)

I’ll pass that along to “my friend”.
