Yes but it also means she will be admitting guilt finally and will be impeached I believe. It also means she will need to be convicted first of everything she has done so she will be able to pardon herself for everything. It could be a huge confession!
Yes, but doing so would be a "high crime" -- a crime of abusing official power, which is what the phrase "high crime" meant at the time the Consitution was written -- and would almost inevitably get HRC impeached.
