Do you actually believe germs and viruses are conscious, sentient beings with self-awareness and the ability to make such choices? That is the far-fetched assumption necessary for your question to make sense.
Germs and viruses are nature's way of keeping the population from exploding and overwhelming man's ability to sustain itself.

They do not think or plan. But the way they evolve in nature is they become more communicable and less dangerous. This is because if the ones who kill their host die with their host so they cannot spread to the next host. One that is less deadly, it makes you sick and gets to make others sick and perhaps even gets to make you sick again later.
