Why aren't we hacking Russian, Chinese and North Korean computer systems? Or are we?

I bet we do.

Well of course we are.  Who do you think started it in the first place?  This country isn't as "innocent" as it wants us to believe.

We must be, otherwise how would we honestly know that they are hacking us?  

How do you know this? There are probably a ton of things that you don't know about when it comes to what the U.S government is doing.

Not sure whom you mean by "we." I'm not, are you?

I'm sure that it goes both ways, but the Chinese systems in particular are better protected. And North Korea isn't online much.

North Korea uses server farms in China.
Thus, to attack North Korea, we would have to attack China.

The problem is that our enemies are essentially dictatorships, and it is far easier for them to dictate effective security measures.
Can you imagine the hue and cry if our government attempted to impose regulations that would protect us from cyber threats?
People much prefer their freedom, even if it leaves them vulnerable to attack.

Of course, they also prefer to complain about how vulnerable we are to attack - but don't actually want to take the necessary steps to fix it.
