    I do not think it would stand up in court.   To much like a poll tax.  You cannot tax people put of their rights. 

    But if it does then we can follow it up with similar taxes on:
    Cigarettes
    Alcohol 
    Abortions 
    Those "gas guzzling" trucks and suvs...

    The opportunities are endless.
