They're "responding" to the possibility of change, mainly the fear that their US gravy train might be stopping. Things will be back to normal in the markets in a week or two.

And "plummeting dollar" ? Where did THAT come from? That's not a bad thing for trading though. Makes US goods more attractive on the world market and so long as the price of oil is in dollars we shouldn't feel a thing if that is true.
