Clinton won the POPULAR vote. Trump says he got a MANDATE?? Is he STILL confused???

Hello:

So far, Clinton had amassed 59,626,052 votes nationally, to Trump's 59,427,652 — a margin of 198,400.  That puts Clinton on track to become the fifth U.S. presidential candidate to WIN the popular vote but lose the election.

It is hard to say the meaning of this.  Of course people know that if the are in a state which is very dark red or blue that there is no value in bothering to vote.  The turnout rates show that California and Hawaii had the lowest voter turnout so perhaps many felt there was no value and there would be more trump votes otherwise. Or there would be more hillary votes. It is not something that we can know.

"the authority to carry out a policy or course of action, regarded as given by the electorate to a candidate or party that is victorious in an election."

I would argue that this is exactly what trump got.

Every politician who wins an election (regardless of how) claims to have a mandate to implement whatever policies she or he prefers. This is true even if there is copious evidence for a lack of popular support for the elected official's preferred policies.
