If a person with children from a previous relationship gets divorced again, are the kids still the ex-partner's stepchildren?

No, not legally.   But many times if it was a long marriage,  the ex will still allow the step to visit with the children.

I don't recognize the step-parent status unless the child has but one parent.  If a person marries someone with kids and decides to, and successfully does,  adopt the children, that relationship remains a legal one unless it is changed in the court system.

Girl I know still maintains contact with her mother's ex, calls him her "former stepfather" and I was wondering if that's a thing.

If my Dad and StepMom got divorced, I would likely still interact with her.   She has been in my life as a Mother figure for most of my life. I was 8yrs old when they got married. My Dad had custody of both myself and my sister.

It was the "former" bit that surprised me.

That is what he is...I don't know of another way to refer to him other than by his name only. Assuming she never called him Dad.

It's like your mother-in-law. Once the marriage ends, you're either friends, enemies or strangers, but not relatives.
