I don't know how that makes Obama president again, but I do know that each president including Obama took the unitary executive theory a little farther and that how we ended up in this situation.
It has been ruled by the courts repeatedly that POTUS can fire anyone in the executive branch. Individual President's have fired 100s of 1000s of federal workers.
I would not say it is the only real political theory.
