Ok. I have read some cities tax owners of apartment buildings if a vacancy last longer than a set period of time. I don't get the logic on behalf of a city or the building owner for not wanting to fill the vacancy asap. I don't see it happening here. I can name see several legal problems with the attempt to make me rent out my spare rooms.

I would need more information. England reduced benefits for those in public housing who had more bedrooms than they needed. This was referred to as a bedroom tax. It was meant to alleviate the public housing shortage.
But, if you mean should we tax unoccupied bedrooms for billionaires who own multiple mansions with lots of bedrooms, I'm fine with that.
