While I am sympathetic to you notion, it would spark an unprecedented Constitutional crisis, and, should such behavior be allowed to stand, you can be sure RAWFs would exploit it with vigor.
Just look at how the GOP Congress refused to even hold hearings about replacing deceased SCOTUS Justic Scalia.
The press thinks Trump is having a difficult time filling in the jobs necessary to run the government. Reason? I guess the Democrats are leaking out that information. You know how that goes---quid pro quo.
The problem is, there are 4,000 jobs to fill. Trump gave the job to Pence to take care of. He works in government, so he should know people that can fill in the higher positions. It is going to take time. They have until Jan. 20, or whatever the date is for the inauguration. If not, Obama's administration can suggest Republicans to fill the jobs. Other option is to keep some of Obama's people until they find all their workers.
However, the press is always looking for a story. It doesn't help that Trump is also tweeting about what the press is saying in defense of his position. I just want to say, "Duh!" Trump shouldn't answer the press, unless he has a person in charge of his twitter account and responds to every word the media releases about him. It's so 7th grade.
