These medals are awarded for EXCELLENCE and the recipient need not be a citizen. Excellence. That is something that many American citizens don't give a rat's a** about. Why not an offsetting reward for AWFULNESS? Worstness? Vilest? Fair is fair. Fair and balanced. Why not? The Americans who discredit/defame/devalue excellence would be up for that no doubt. Why not give them what they want? Why not appease them/please them?
