Are the consequences for desecrating an American flag different for a citizen than they are for a non-citizen? What are they and why?

    This is a really good question; thanks for posting it. 

    As as far as consequences, it was decided about 20 or 30 years ago that flag-burning was an act of expression and therefore protected under the tenets of free speech.  If the act itself incites or contributes to inciting a riot, or if it disturbs the peace, a person may face consequences in that way.
