If I am reading the news on this correctly it is, unfortunately, not as big a deal as it might seem at first glance.
The report I read suggest only the MUNICIPAL facilities are 100% powered by renewables. In other words, while Las Vegas' city hall, police stations, traffic lights, etc. are on solar and wind power, the famously brightly-lit hotels/casinos/etc. are powered by a mixture of renewable and non-renewable sources.
The articles I found did not specificy what fraction of city electricity use is due to municipal government needs, but I suspect the proportion is not large.

Admirable but a "so what" in the big picture. Plus how much of Las Vegas power still comes from the Hoover Damn? Hydro-electric is considered renewable and doesn't rely on fossil fuels but is every bit as destructive to the natural environment and a red herring in alternative and renewable energy.
