In 2014 the US paid billions of dollars in foreign aid. See below for top 5. Why?

Israel   3.1 billion
Egypt   1.5 billion
Afghanistan    1.1 billion
Jordan          1.0 billion
Pakistan      $933 million

If we can afford to pay that much money to foreign countries we must  be very rich in which case deficits/debt are meaningless. Aren't they?
