Some cases I can, and in other cases I have seen their inner ugliness.

  • That depends on the person's willingness to let themselves be fully known.
It's not a thing that can be forced or manipulated.
    And I don't have ex-ray vision or extra-sensory perception.
But one of the qualities I find beautiful is a person's honesty, integrity, and willingness to be open and vulnerable in emotional intimacy.
When I meet a mind that is well balanced and authentic, simultaneously both natural and cultivated, I find it beautiful and compellingly attractive.

Looks can be deceptive, one's inner beauty can be gauged only after we spend sometime with that person. Inner beauty is itself almost undefinable, I mean it covers so many aspects of one's personality. Sadly, a lot of people are over enthusiastic to improve their outward looks but never care to develop their inner self!

The missed part, by some is that the inner beauty will outshine any outer beauty. Inner beauty however, is so much harder to achieve and cannot be bought in any beauty surgery.
