Grey area. Under oath before a court? Never. In public, kinda. There is no real laws against telling lies. Only telling lies in certain circumstances. The real issue either way is proving a lie. A false statement isn't proof of a lie. It's circumstantial evidence of one, but that's it. To prove a false claim is a lie one has to prove that person made said claim while knowing it not to be true.
