The Dallas Police Department has become known for its community involvement and good police/community relations. The bad cops were weeded out by the chief. Why would the murderer choose Dallas police to take out?
Why indeed, or any other dept. How can anyone explain why an unbalanced psycho would do such a thing to begin with. A black man killed in LA. and one in MN. two entirely different States and circumstances, bottom line, it was all the excuse Johnson needed to kill white people. {Preferably cops}.

My guess (based upon media reports) is Micah Johnson didn't think it through to that extent. The BLM protest in Dallas meant there would be a high concentration of police officers observing the protest march, so Johnson would have a "target-rich environment." I don't think the reputation of the Dallas Police Department was part of his thinking.
