When the greatest talent of a Head of State is that he know how to retaliate, should the citizens be proud as he** or scared? Why?

So far the American head-of-state on deck retaliates against the citizens of his own country as he defends foreign countries from criticism. That is a **-backwards of course but what he is apparently admired/worshipped/loved for  is exactly that. His a **backwardness! Go figger!
