For every dollar spent on schools should two go towards new prisons in case the first investment fails?

Why not have a few jail cells in back of the schools, when a few of the little snot heads get out of line, throw them in a cell a few days and report to the head custodian for janitor duty, then make up classwork in the evening for a few days, maybe that will straighten out the wise little bast----.
