If those are the only two choices, then it's a blatantly biased question that presupposes that everyone in the former is always that way and everyone in the latter is always that way. In reality, there are both good and bad people on both sides of the extremely narrow parameters you've listed here, and it's shameful that you chose to be so unfair in the way you write it.
