It is a generalization that has become common place over the last few years. Admittedly terrorists have, especially in Europe, used the flow of refugees as a means of infiltrating a country. As such they have escalated their activities. Even with all the technologies in place you cannot pre-determine who a terrorist is by the country they are from, or how they dress, or how they worship. Terrorism is in their mind and soul. The so called need to wage war in such a fashion is a tool of the desperate and disillusioned. The United States is the most informed group of people in the world. It is extremely difficult to get a terrorist organization assembled and outfitted. Sure a lone wolf or even a small group can and have caused killings and terror on our streets. Large organized foreign terrorist groups have not really operated openly in the US. I am of the opinion there are many foreign cells all ready in the US but non operational due the vigilance of our citizens and the excellent work of our law-enforcement community.
No it is not paranoid. It is observing the world and seeing what has happened in it. Terrorists have used refugee status to gain entry into countries they want attack. Terrorists have openly said they use the refugee programs to establish terror cells and to recruit and radicalise others. No most refugees are not terrorists.
