A president's function is to provide philosophical direction. They can delegate the details. That's what a secretary of state is for. That's what generals are for.
Foreign policy isn't rocket science. It just takes wisdom. Any intelligent person can easily grasp everything they need to know.
All the U.S. needs is a president who is loyal to U.S. interests. The office has been occupied by traitors for decades.
